SUBJECT: INMATE PROGRAMS

POLICY:
It is the policy of the Garfield County Sheriff’s Office Detention
Center to provide the broadest possible range of programs, activities,
and services that meet the needs of the confined inmates. These
self-improvement programs will be available to male and female inmates,
excluding those inmates in a maximum status classification.
PURPOSE:
To describe the procedure for the entrance of volunteers and
professionals into the facility to perform their prospective program as
well as the participation of inmates.
METHODS:
Volunteer / Professional Entry into the Facility
- When advised by the Administration or Central Control (after
1700) that a Volunteer / Professional have arrived to conduct their
program, it will be the responsibility of the on-duty supervisor to
retrieve the Volunteer / Professional. The on-duty supervisor will
then stop them at the Central Control Room where they will leave
their Identification Card or Driver’s License and in return will
receive a Duress Alarm and their Volunteer / Professional
Identification Card issued to them by the Program Coordinator.
Volunteers / Professionals may only bring items used to conduct
their programs into the facility using a backpack / tote. The
Deputies do have the authority to confirm that the items in the
backpack / tote are for program use to insure that no contraband is
coming into the facility. Volunteers / Professionals are allowed to
bring in a drink for their own use during their program.
- It is our duty to help the Volunteers / Professionals and to
show professionalism at all times. If at anytime there is a problem
with a Volunteer / Professional, document the incident and give it
to the Program Coordinator and it will be handled appropriately.
- If at anytime a Volunteer / Professional arrives to conduct
their program and they are suspected of being intoxicated, or are
dressed inappropriately ( i.e.: tank top, short shorts, short
skirts) the jail supervisor has the right to refuse them access to
the facility and an incident report is to be written and given to
the Program Coordinator.
- If a Volunteer / Professional wish to give one certain inmate an
item, they are to contact the Program Coordinator for approval of
the item. If the item is approved, the Program Coordinator will send
out an e-mail advising the Corporals that the item has been
approved.
- If at anytime a Volunteer / Professional activate their Duress
Alarm while conducting their program, it will be the duty of the
Deputies to respond immediately. This will be done to insure the
safety of the Volunteers / Professionals coming in to conduct these
programs.
Available Programs
Voluntary Programs available will include the following:
- Religious services
- Library services
- Recreational services
- Correspondence and visiting
- Alcoholics Anonymous
- GED Instructed
- GED Self Study
- English as a Second Language
Participation
- There will be a calendar board posted outside of the Sergeant’s
office with available programs, dates and times they are scheduled.
All inmates are allowed to attend these programs unless they are on
lockdown for disciplinary purposes or a maximum classified inmate.
- Inmates while in maximum are considered a risk to the safety and
security of the facility as well as to the safety of the volunteers
or professionals providing the program. Religious programs can be
conducted with maximum inmates through video visitation, but no
congregate program or activities will be permitted.
- Programs will be scheduled in advance, and notice of those
activities will be posted prominently on bulletin boards in the
pods.
- Inmates must sign an attendance sheet to track the use of the
specific programs by the inmates. This attendance sheet will be kept
in the Pods or in the Third Floor Control Room and given to the
Volunteers / Professionals upon their arrival to the area.
