POLICY / PROCEDURE
DETENTIONS
SUBJECT: FRATERNIZATION WITH INMATES
EFFECTIVE DATE: January 01, 2004
POLICY:
Members of the Garfield County Sheriff’s Offices shall be restricted
from making personal contacts, or engage in personal relationships, with
inmates and former inmates. Any contact that is required shall be
conducted in a professional manner.
PURPOSE:
To define the type of contact that Detention Division personnel as well
as all other Garfield County Sheriff’s Office personnel are permitted
with inmates and ex-inmates.
DEFINITION:
For the purpose of this policy, this term “inmate” refers to offenders
and former offenders of the jail or other correctional or detention
facilities.
METHOD:
Ongoing employee contacts with inmates and former inmates, their
families or close associates will be limited to those persons with whom
the employee was acquainted or associated with before the inmate’s entry
into the jail. In such cases, the employee is obligated to advise his or
her supervisor in writing of the nature, extent, and history of the
relationship.
Staff will not engage in any of the following activities related to
inmates, their family members or close associates for a period of no
less than 90 days after the release of the inmate:
• Display favoritism or preferential treatment toward one inmate or
group of inmates over another
• Give gifts, favors, or services beyond those required by the jail
• Accept for themselves or any family member any personal reward,
tangible or non-tangible, or any other consideration
• Engage in any business relationship
• Engage in any non-incidental contact outside the jail
• Engage in a personal relationship
NO employees of the Garfield County Sheriff’s Office shall engage in a
personal relationship with an inmate while that inmate is in custody.
